Mandates 17 State agencies and entities, including the Office of the Governor, Department of Labor, Division of State Police, and NJ Transit, to submit initial human rights implementation reports within 30 days of enactment regarding commitments made in the NY/NJ Human Rights Report submitted to FIFA.

Requires municipalities hosting FIFA World Cup venues, Team Base Camps, Official Fan Zones, or FIFA Fan Festival locations to prepare local human rights plans within 30 days of designation.

Final reports must be submitted within 30 days after the World Cup final match on July 19, 2026, evaluating the effectiveness of human rights commitments and providing recommendations for further action.

Municipal human rights plans must address human trafficking prevention, worker protection, child protection, anti-discrimination, and freedom of expression, guided by FIFA's Human Rights Framework and the NY/NJ Human Rights Report.

All municipal plans and reports must be submitted to the Chief Diversity Officer in the Department of the Treasury and published on government websites.
