Creates a 17-member Student Mental Health Task Force in New Jersey to examine student mental health issues including depression, anxiety, stress, trauma, and other psychological disorders

Task force members include 5 ex-officio state commissioners/directors, 4 legislative appointees with relevant expertise, and 8 gubernatorial appointees representing education associations, mental health organizations, and local government groups

Requires the task force to survey mental health treatment services, provider networks, government funding sources, and higher education partnership opportunities available in each county and region of the state

Task force must study identification methods for students with mental health difficulties, counseling program expansion, relationship between mental health and school safety, funding needs, and successful programs from other states

Final report with findings and recommendations due to the Governor and Legislature within one year; copies must be sent to every school district, and the task force expires 30 days after issuing its report
