Appropriations bills must be introduced by June 1 of the preceding fiscal year, with final text available to the public for at least 14 calendar days before final passage, including at least one public hearing where citizens can testify.

Bills must include an explanation of significant changes from the Governor's budget recommendations and any disagreements with the Governor's long-term revenue and expenditure projections.

The Governor's annual budget message must include multi-year projections of anticipated revenues and appropriations for the two fiscal years following the budget year, for informational purposes.

State agencies must submit to the Division of Budget and Accounting not only their appropriation requests for the upcoming fiscal year, but also projected expenditure needs for the following two fiscal years.

The three-fourths supermajority vote of both legislative houses can waive these requirements for preparation and passage of the annual appropriations act.
