Establishes a one-year "Youth Homelessness Guaranteed Income Pilot Program" in Hudson County providing 50 homeless youth (ages 18-24 or emancipated minors) with a one-time $5,000 payment plus $1,200 monthly for nine months

Participants must lack an "adequate nighttime residence," defined as living in shelters, transitional housing, temporary placements under 30 days, or places not designed for sleeping

Cash stipends will not count as income, assets, or personal property when determining eligibility for State-funded public assistance programs

Commissioner of Labor and Workforce Development must provide wraparound services including housing navigation, financial coaching, mental health services, education support, and employment assistance

A report with findings and recommendations on whether to continue or expand the program is due within six months after the pilot concludes
