Modifies reporting requirements to apply to firms with less than $10 million in gross income, removing the previous $1 million minimum threshold.

Requires firm reports to include insurance coverage information, litigation history, regulatory actions from the past three years, independent contractor usage, and transactions exceeding 50% of total billings or liabilities.

Allows audits to be conducted by certified public accountants licensed in any U.S. jurisdiction, not just New Jersey.
