Establishes the New Jersey Veteran Gravesite Maintenance Grant Program within the Department of Veterans Affairs to provide grants for maintaining veteran gravesites across the state.

Limits grant eligibility to qualified veterans' organizations, defined as nonprofit organizations with 501(c)(3) or 501(c)(19) tax-exempt status, or federally chartered Veterans' Service Organizations.

Requires the Department of Veterans Affairs to develop application guidelines, evaluation criteria, and terms and conditions for grant awards, as well as monitor recipient compliance.

Mandates grant recipients report their use of funds to the department, and requires the department to submit annual reports to the Governor and Legislature on program effectiveness.

Implementation is contingent on future legislative appropriations, with the Commissioner required to include funding requests in the department's annual budget.
