Requires an annual General Fund appropriation of up to $200,000 to the Department of Military and Veterans' Affairs for preserving military installations during federal base realignment and closure actions

Contracts with lobbyists or governmental affairs agents paid from these funds must follow a competitive contracting process and be awarded every two years

Department must file a written report by July 15th each year detailing all expenditures from the previous fiscal year, including receipts, payee information, and descriptions for items exceeding a de minimis amount

Annual expenditure report must be publicly available under the Open Public Records Act and posted on the Department's website
