Creates "We Support the Arts" specialty license plates in New Jersey with a design selected through a statewide contest and featuring the slogan "We Support the Arts"

Requires a $50 initial application fee plus $10 annual renewal fee, in addition to standard registration fees

Establishes the "Support the Arts Fund" to receive all license plate fees (after MVC administrative costs), with proceeds distributed to the New Jersey State Council on the Arts

Prohibits use of public funds for startup costs; the State Council on the Arts must provide up to $25,000 in private funding and secure at least 500 pre-paid applications before the program can launch

The bill expires 12 months after enactment if the private funding and minimum application requirements are not met
