Mandates all New Jersey health insurers and Medicaid cover medical expenses for stuttering treatment, including habilitative and rehabilitative speech therapy, when determined medically necessary by a physician.

Prohibits cost-sharing requirements including deductibles, copayments, coinsurance, and annual benefit limits for covered stuttering treatments.

Requires coverage for services delivered in-person or via telemedicine/telehealth without prior authorization or utilization management requirements.

Applies to hospital, medical, and health service corporations; individual and group health insurance policies; HMOs; State and School Employees' Health Benefits Programs.

Takes effect 90 days after enactment and applies to policies delivered, issued, or renewed after that date.
