Requires the State Chief Efficiency Officer to ensure taxpayer funds are spent efficiently across state government, including monitoring office supplies, utility usage, performance tracking, and budget assessments.

Mandates each Executive Branch department to have an Efficiency Officer, while counties and municipalities may voluntarily establish the same position.

Requires annual reports to the Legislature detailing cost savings achieved by state government and each department, county, and municipal Efficiency Officer.

Establishes a public webpage on the Department of Treasury website to publish all annual efficiency reports from state, county, and municipal levels.
