Amends New Jersey's Earned Sick Leave Law (N.J.S.A.34:11D-1 et seq.) to extend coverage to employees under collective bargaining agreements that become "amendable" rather than only those that expire or terminate.

Addresses a gap affecting workers under Railway Labor Act contracts (45 U.S.C. s.151 et seq.), where agreements become amendable at a certain date but remain in effect during negotiations rather than expiring.

Applies immediately upon enactment for contracts that became amendable after the original 2018 Earned Sick Leave Law took effect but before this bill's passage.

Maintains existing provisions that allow employees or union representatives to waive earned sick leave rights during collective bargaining negotiations.
