Pet groomers who receive three or more validated complaints of negligent grooming within one calendar year must register with the Division of Consumer Affairs in New Jersey.

Negligent pet grooming is defined as incidents where a pet suffers injury requiring veterinary contact, contracts severe illness, escapes, or dies while in the groomer's care.

Pet owners must file complaints within 90 days of an incident, and the Director must investigate and render a final decision within 90 days of filing.

Registered groomers must notify all customers and conspicuously post their registration status in their facilities; the Division will maintain a public online list with names, addresses, and descriptions of negligent conduct.

Violations constitute consumer fraud, with penalties of $1,000 per day for groomers who continue operating without required registration.
