Establishes the Children's Partial Hospitalization Pilot Program within the NJ Department of Human Services to provide NJ FamilyCare reimbursement for intensive psychiatric services delivered to children ages 5-14 at non-hospital locations.

Currently, NJ FamilyCare only reimburses partial hospitalization services provided in hospital settings; this pilot removes that restriction for one selected provider serving children with conditions like severe anxiety, depression, or bipolar disorder.

The selected pilot participant must meet all existing federal and state requirements, exclusively serve children ages 5-14, and apply for approval as a provider within the Children's System of Care.

Requires the Division of Medical Assistance and Health Services to submit a report to the Governor and Legislature within 36 months summarizing implementation and recommending whether to continue or expand the program.

The pilot program expires 36 months after the participant is selected, and the Commissioner must seek necessary federal Medicaid waivers to secure matching funds.
