Requires county welfare agencies and other entities accepting SNAP (food stamps) applications to provide applicants with a receipt proving their application was filed, whether submitted in person or electronically

Receipts must include the date the application was received, a checklist of all required documents with dates each was received, and a list of documents still needed with their due dates

Commissioner of Human Services authorized to adopt rules and regulations necessary to implement the program

Takes effect on the first day of the fourth month following enactment
