Establishes the New Jersey Servicemembers' Civil Relief Act to protect civil and property rights of active duty Armed Forces members and New Jersey National Guard personnel serving under gubernatorial orders

Caps interest rates at 6% on obligations incurred before military service, including mortgages, with excess interest forgiven; servicemembers must provide written notice and military orders within 180 days of service termination

Prohibits eviction, foreclosure, or property seizure against servicemembers or their dependents during active duty and for specified periods afterward without court approval; violations constitute disorderly person offenses with fines up to $1,000 and/or six months imprisonment

Allows servicemembers to terminate residential and personal property leases, motor vehicle leases, and cellular telephone contracts without early termination penalties upon receiving active duty orders

Extends statute of limitations protection by excluding military service periods from deadlines for legal actions, and protects life insurance policies up to $400,000 from lapsing due to non-payment during active duty and two years thereafter
