Creates a 12-member New Jersey Election Security Commission including state officials, legislators, and local election officials who serve two-year terms and report on election security within four months of each general election.

Takes effect 180 days after enactment, with the State permitted to appropriate funds and counties allowed to sell decommissioned equipment to recoup costs.
