Creates the "Household Water Assistance Program" in New Jersey to provide financial assistance for water, sewer, and stormwater utility costs to low-income households with incomes at or below 200% of federal poverty guidelines, regardless of immigration status.

Appropriates $75 million from American Rescue Plan Act funds to establish the "Household Water Assistance Fund" as a non-lapsing trust fund administered by the Department of Community Affairs.

Provides multiple forms of assistance including direct payments, help for renters who don't receive utility bills directly, water crisis intervention, leak detection and plumbing repairs, and debt relief for unpaid bills (including arrears accrued before the program begins).

Establishes a "Household Water Assistance Advisory Group" appointed by the Governor, including representatives from water utilities, low-income advocacy organizations, housing providers, municipal officials, and technical experts to advise on program development.

Requires the Board of Public Utilities to create a data-sharing mechanism within one year so electric and gas utilities can share information about customers enrolled in existing low-income assistance programs to help identify eligible households.
