Creates the New Jersey Veterans' Organization Building Grant Program within the Economic Development Authority to provide competitive grants for veterans' organizations to rehabilitate existing buildings or purchase new buildings used to assist veterans

Establishes the Veterans' Organization Building Grant Fund in the Department of the Treasury, funded through voluntary taxpayer contributions on New Jersey gross income tax returns

Limits eligibility to veterans' organizations designated by the IRS as 501(c)(19) tax-exempt organizations

Requires grant applicants to submit applications describing how their buildings will be used to assist veterans in the State

Authorizes the Economic Development Authority to develop grant criteria, set award amount limitations, and adopt rules and regulations to administer the program
