Licensed professionals practicing within areas impacted by public highway construction projects may receive waivers of professional license renewal fees for the duration of the project.

Small businesses with 50 or fewer employees operating retail establishments in impacted construction zones may receive waivers of state business registration and licensing renewal fees during active highway projects.

Applicants must demonstrate they operate within an "impacted construction zone" where construction impedes traffic flow or restricts business access, and must show significant income reduction caused by the project.

The Commissioner of Transportation must notify the relevant directors within 30 days of any ongoing, commencing, or completed public highway projects statewide.

The bill was prompted by the Interstate 80 closure in Morris County due to sinkholes, which caused significant traffic congestion and reduced commercial activity for local businesses.
