Requires all private construction contractors and subcontractors in New Jersey to register with the Department of Labor and Workforce Development before performing non-public, non-home improvement construction work

Initial registration fee is $250 for a two-year period, with $100 renewal fees thereafter; contractors already registered under the Public Works Contractor Registration Act are exempt

Registration requires disclosure of business information, tax identification numbers, workers' compensation coverage, and any violations of federal or state labor laws, criminal offenses, or actions from other jurisdictions

Violations constitute a disorderly persons offense; the Commissioner may deny, revoke, or suspend registration for up to five years, impose administrative penalties, or require surety bonds up to $10,000 per worker

Takes effect six months after enactment, with existing contractors required to register within six months of the effective date
