Creates an Office of Financial Assistance within the New Jersey Economic Development Authority (EDA) to help businesses and non-profit organizations identify and access grants, loans, loan guarantees, and tax credits from state and federal agencies.

Requires the EDA board to appoint a director with experience administering public financial assistance programs to oversee office operations.

Mandates development of a common electronic application platform allowing applicants to identify available assistance, store reusable documents, submit multiple applications simultaneously, and track application status.

Requires all state agencies offering public financial assistance to integrate their programs with the common platform and keep information current and accurate.

Directs the office to provide technical assistance on identifying funding sources, completing applications, and complying with grant terms and conditions.
