Guarantees maximum workers' compensation benefits for volunteer firefighters, first aid/rescue squad workers, emergency management volunteers, and other specified volunteer workers injured or killed during their duties, regardless of their outside employment status or income

Applies to volunteer firefighters, county fire marshals, volunteer first aid or rescue squad workers, volunteer ambulance drivers, forest fire wardens/fighters, board of education members, special reserve police officers, emergency management volunteers, registered emergency health care workers, and volunteers for state parks, wildlife, and historic preservation divisions

Eliminates the seven-day waiting period for workers' compensation claims filed by these volunteer and other workers

Codifies the New Jersey Supreme Court ruling in Kocanowski v. Township of Bridgewater (2019), which held that volunteer firefighters should receive maximum compensation regardless of current or previous income

Amends R.S.34:15-75 to clarify that compensation is based on the statutory maximum rather than the individual's presumed weekly salary
