Creates the Gold Star Family Scholarship Program providing undergraduate tuition assistance to spouses, children, parents, siblings, and guardians of U.S. Armed Forces or National Guard members who died while on active duty.

Individual scholarship awards cannot exceed the average tuition charged by New Jersey's four-year public institutions of higher education.

Establishes the Gold Star Family Scholarship Fund within the Higher Education Student Assistance Authority, funded through a $100,000 initial appropriation from the General Fund.

Adds a $2 annual surcharge on personalized license plate renewals, with proceeds deposited into the scholarship fund.

Allows taxpayers to designate voluntary contributions to the fund through their New Jersey gross income tax returns.
