Amends P.L.2012, c.45 to remove the requirement that medical and dental services for the Department of Corrections (DOC) and Department of Children and Families (DCF) be provided by public employees

Authorizes DOC and DCF to award contracts for medical and dental services to vendors whose proposals are "most advantageous to the State, price and other factors considered" after current contracts expire

Applies specifically to services provided under University Behavioral Healthcare and the Rutgers School of Nursing contracts

Maintains all other provisions of the 2012 law regarding the transfer of University of Medicine and Dentistry of New Jersey schools to Rutgers, including requirements that Newark and Middlesex County facilities remain in their current locations

Takes effect immediately upon enactment
