Creates a New Jersey Cold War medal to be presented by the Governor to veterans who served honorably for at least 180 days during the Cold War period (September 2, 1945 to December 26, 1991)

Eligibility requires the recipient to be a current New Jersey resident or to have been a resident when military service began, with honorable discharge status

Establishes the Adjutant General as responsible for determining eligibility, with applications submitted through the Department of Military and Veterans' Affairs using DD Form 214 or WD Form 53

Medals may be awarded posthumously or for persons missing in action, with presentation to an appropriate representative designated by the Adjutant General

Creates a non-lapsing "Cold War Medal Fund" in the Department of Treasury to receive donations and fund the design, manufacture, and distribution of the medals
