Requires the New Jersey State Board of Education to obtain legislative approval via concurrent resolution before adopting, amending, repealing, or readopting any rules or regulations.

Applies to all rule changes including new rules, amendments, readoptions without changes, readoptions with technical changes, and readoptions with substantive changes.

Repeals in their entirety the "Managing for Equity in Education" regulations found in chapter 7 of Title 6A of the New Jersey Administrative Code (N.J.A.C.6A:7), making them null and void immediately upon enactment.

Mandates the State Board include the Legislature's concurrent resolution when filing notices of proposal or adoption with the Office of Administrative Law.
