Amends New Jersey's Domestic Workers' Bill of Rights (P.L.2023, c.262) to exempt state-licensed or certified individuals who have completed background check and credentialing requirements, including certified homemaker-home health aides

Excludes licensed home care services agencies and health care service firms registered under P.L.1989, c.331 that perform employee background checks from the law's requirements

Exempts licensed hospice care programs subject to personnel screening and background-check requirements from domestic worker regulations

Removes home care service agencies, health care service firms, and licensed hospice care programs from the definition of "hiring entity" when services are performed by licensed or certified workers acting within their scope of practice
