Requires authorities to process permit applications within 60 days for collocations on existing structures and 90 days for new poles, with applications deemed automatically approved if deadlines are missed

Prohibits exclusive arrangements between authorities and any single entity for small wireless facility deployment, and bars authorities from requiring in-kind contributions such as reserving fiber or conduit space

Allows authorities to adopt aesthetic requirements and regulate deployments in historic districts, provided such requirements are technically feasible, published in advance, and no more burdensome than those applied to similar infrastructure
