Expands the New Jersey Nonprofit Security Grant Program to include security-related training, planning, and intelligence gathering and analysis as eligible uses of funds

Increases the maximum grant for security personnel or training from $10,000 to $50,000 per approved application

Increases the maximum grant for target-hardening equipment or intelligence gathering from $50,000 to $150,000

Raises the minimum annual budget request for the program from $2 million to $10 million

Allows applicants to qualify for all categories of grants (personnel, training, equipment, intelligence) within a single funding cycle, removing the previous restriction limiting recipients to either personnel or equipment funding per year
