Allows New Jersey thoroughbred racetracks (Monmouth Park and Meadowlands) to reduce minimum annual race dates from 50 to 25 if the State fails to appropriate the required horse racing purse subsidy or with written consent from the New Jersey Thoroughbred Horsemen's Association

Permits reduction to 40 minimum race dates if the State appropriates between $5 million and $10 million for thoroughbred purse subsidies, rather than the full $10 million required under current law

Current law requires $20 million annually in State horse racing purse subsidies, with $10 million allocated to thoroughbred racing

Maintains existing requirement that Monmouth Park and Meadowlands together schedule at least 141 thoroughbred race dates annually under normal circumstances

Takes effect immediately upon enactment
