Establishes the Blockchain Promotion and Integration Program under the New Jersey Commission on Science, Innovation and Technology, in consultation with the New Jersey Economic Development Authority

Requires the program to increase public awareness of blockchain technology, assist businesses with integration, provide technical and financial assistance to blockchain companies considering New Jersey, and recruit capital investment

Mandates analysis of New Jersey's blockchain sector including public awareness, business opportunities and risks, emerging trends, capital availability, education needs, and infrastructure development

Requires consultation with the New Jersey Blockchain Council and partnerships with small business groups to maximize impact on the business community

Requires a report to the Governor and Legislature within one year of enactment, and every three years thereafter, on the state of blockchain technology and recommendations for better business integration
