Requires the Board of Public Utilities (BPU), Department of Community Affairs (DCA), and Department of Environmental Protection (DEP) to adopt rules establishing expedited approval and permitting procedures for AI data centers powered by on-site small modular nuclear reactors (SMRs)

Defines small modular reactors as advanced nuclear reactors with rated capacity between 50 and 300 megawatts electric that are licensed by the U.S. Nuclear Regulatory Commission and may be modular in design

Mandates regulations be adopted within 12 months of the bill's effective date, covering expedited site approvals, construction plan reviews, utility interconnection, and environmental permits

Applies expedited environmental permitting to multiple regulatory frameworks including wetlands protection, coastal area review, Pinelands and Highlands protection acts, water supply management, and flood hazard area control

Intended to encourage both construction of new SMR-powered AI data centers and addition of SMRs to existing AI data centers in New Jersey
