Creates a civil cause of action for minors and adults with disabilities who suffer injury from abuse, neglect, exploitation, or bullying in New Jersey

Sets statute of limitations at 37 years after a disabled minor reaches age of majority, or 7 years from reasonable discovery of injury, whichever is later; disabled adults have 7 years from reasonable discovery

Adds "bullying" to the Adult Protective Services Act, defined as any gesture, written, verbal, or physical act, or electronic communication causing a reasonable person to fear for their safety or property

Requires health care professionals, law enforcement officers, firefighters, paramedics, and EMTs to report suspected bullying of vulnerable adults to county adult protective services, in addition to existing requirements for abuse, neglect, and exploitation

Mandates county adult protective services directors report suspected violations of the "Endangering Another Person" statute (C.2C:24-7.1) to law enforcement or county prosecutors
