Required business case elements include: description of business need, project budget, operational impact estimates, review of available options, public benefits with timeframes, risk analysis, and change management assessment.

State agencies must provide a change management plan for IT projects exceeding $2.5 million, involving two or more agencies, or significantly changing existing business processes.

Change management plans must include stakeholder analysis, workflow impact assessment, change risk evaluation, communication and training work plans, and identification of primary sponsors.

The Office of Information Technology must report findings and recommendations to the Office of Management and Budget after consulting with the Division of Purchase and Property and Division of Revenue and Enterprise Services.
