Expands eligibility for New Jersey's "Body Armor Replacement Fund" to include any State department or agency that appoints law enforcement officers, beyond the current recipients (local law enforcement, State Police, Criminal Justice Division, Courts, and Corrections).

Adds a definition of "law enforcement officer" as a person empowered to detect, apprehend, arrest, convict, detain, or rehabilitate persons violating the law.

Enables agencies like the Department of Environmental Protection to obtain body vest grants for conservation officers and State Park Police officers.

Maintains the existing five-year vest replacement cycle and $75,000 annual administrative cap for the grant program.

Takes effect on the first day of the sixth month following enactment.
