Creates a grant program administered by the New Jersey Economic Development Authority to reimburse commuters, full-time employees, and retail businesses for increased transportation costs caused by public highway construction projects.

Eligible applicants include commuters whose routes pass through impacted construction zones, employees of small businesses (50 or fewer workers) in affected areas, and retail establishments within zones where traffic flow is impeded.

Grant amounts equal the difference between transportation expenses before and during the construction period, with applicants required to document costs for an equal number of days in both periods.

Requires the Commissioner of Transportation to notify the EDA of all ongoing, commencing, and completed highway projects to facilitate application review.

Appropriates $1 million from the General Fund for program administration, with applications processed on a rolling basis subject to available funding.
