Establishes the NJHousing Pilot Program administered by the Department of Community Affairs to provide monthly cash transfers to 300 randomly selected rent-burdened households for 24 months.

Appropriates $6,550,000 from the General Fund, with $40,000 allocated for administrative costs, $20,000 for public outreach, $10,000 for survey respondents, and remaining funds for cash transfers.

Cash transfer amounts will be calculated based on household rent burden and income, with no restrictions on how enrolled households may spend the funds.

Eligibility criteria will consider household income, risk of eviction, and rent burden, with qualified applicants selected proportionally by county through a lottery system.

Requires the Department to conduct a post-program survey of participants and non-selected applicants, and submit a report to the Governor and Legislature within seven months of the program's conclusion.
