Reports must detail inmate population statistics including number of violent vs. non-violent offenders, days imprisoned, and number of escapes/absconders broken down by crime type

Requires documentation of safety measures protecting non-violent offenders from violent offenders, incidents of physical violence, and disciplinary actions taken against violent inmates

Mandates an annual report analyzing the effectiveness of each residential community release program with particular emphasis on recidivism rates and recommendations for improvement
