Creates a new third-degree crime for knowingly filing false reports or giving false information to law enforcement with the purpose of implicating an officer in a crime, offense, or professional infraction warranting disciplinary action

Third-degree crimes in New Jersey carry penalties of 3-5 years imprisonment, fines up to $15,000, or both

Prohibits merger of this new offense with existing false incrimination or fictitious report charges, allowing separate convictions and sentences for each

Amends N.J.S.2C:28-4, which already criminalizes false incrimination of others (third-degree) and fictitious reports to police (fourth-degree)
