Creates a permanent unit within New Jersey's Office of Emergency Management dedicated to addressing access and functional needs of residents during disasters and emergencies.

Staffs the unit with one full-time supervisor and three full-time planners responsible for the northern, central, and southern regions of the state.

Defines residents with access and functional needs as people with disabilities, older adults, those with limited English proficiency, and individuals with limited transportation or financial resources.

Requires the unit to determine needs before, during, and after emergencies; assess statewide resource availability; and coordinate with county and local emergency management offices on best practices.

Takes effect on the first day of the fourth month following enactment.
