Extends existing restraint and seclusion restrictions for students with disabilities to cover all students in New Jersey public schools, charter schools, and renaissance school projects.

Requires schools to hold an individualized education program meeting within one month after any physical restraint or seclusion incident involving a student with disabilities, and develop behavioral improvement plans with parental participation for general education students.

Mandates immediate parent notification (by phone or electronic communication) when restraint or seclusion is used, with a full written report within 48 hours of the incident.

Directs the Department of Education to annually collect and publish data on restraint and seclusion use, including number of incidents, students affected, mental health clearances required, and days students were removed from school, disaggregated by race, gender, age, and disability type.

Requires the Department of Education to develop and provide free crisis intervention training covering de-escalation techniques, safe restraint practices, and alternatives to physical restraint and seclusion.
