Creates the Transportation Authority of New Jersey as a new state instrumentality to serve as a central hub consolidating oversight of the NJ Turnpike Authority, NJ Transit Corporation, and NJ Transportation Trust Fund Authority as subsidiaries.

Establishes a 19-member board (17 voting, 2 non-voting) appointed by the Governor, with a board chair serving as chief executive officer; initial appointments will have staggered terms of 1-4 years.

Transfers transportation planning functions from the Department of Transportation to the new authority, including responsibility for developing the State's Annual Transportation Capital Program, Transportation Master Plan, and Five-Year Capital Plan.

Centralizes administrative functions across transportation entities including IT, security, audits, budget management, procurement, legal services, real estate, and insurance under the new authority.

Requires the Department of Treasury to hire an independent consultant through competitive bidding within three months to advise on best practices for consolidation, with full transfer to occur within one year of board appointment.
