Requires the Governor to provide written notice to crime victims (or their family members if deceased) at least 30 days before granting any pardon, commutation, or reprieve to an incarcerated person.

Mandates the Governor issue a written report accompanying each clemency decision, to be published online and transmitted to the Legislature.

Reports must include the recipient's name, original offenses, original sentence, specific clemency granted, and written explanation of reasons for the decision.

Notification requirements align with existing parole notification provisions under P.L.1979, c.441 (C.30:4-123.45 et seq.).

Bill explicitly states it is not intended to impinge upon the Governor's exclusive constitutional authority over clemency matters.
