Persons seeking pardons, commutations, or reprieves on behalf of another individual must file a registration form with the Governor's Office before communicating with the Governor, Lieutenant Governor, or Executive Branch staff, disclosing their identity, relationship to the person seeking clemency, any compensation received, and campaign contributions made to the Governor.

Individuals receiving compensation above the threshold for governmental affairs agents must register under the Legislative and Governmental Process Activities Disclosure Act and comply with all lobbying disclosure requirements.

Attorneys and employees of the Office of the Public Defender acting on behalf of clients in open criminal or post-conviction matters are exempt from the registration requirements.

The Governor's Office must compile and publish quarterly lists of all registrants, including their registration information and quarterly reports, distributing the lists to all legislators and publishing them in the New Jersey Register.

The bill takes effect 60 days after enactment and amends the definition of "governmental process" to explicitly include grants of pardons, commutations, or reprieves by the Governor.
