Creates the New Jersey Dominican-American Commission as a 21-member body within the Department of State to advocate for Dominican-Americans, foster cultural engagement, and strengthen ties between New Jersey and the Dominican Republic

Eight members will be state legislators appointed by legislative leaders (two each from Senate President, Senate Minority Leader, Assembly Speaker, and Assembly Minority Leader), serving two-year terms

Thirteen members will be appointed by the Governor from among state residents who have served as prominent spokespersons, leaders, or advocates within the Dominican-American community, with initial terms staggered at two, three, and four years

Commission members serve without compensation but may receive expense reimbursement, and the Department of State will provide professional and clerical staff support

Annual reports with findings and recommendations must be submitted to the Governor and Legislature, with the first report due within one year of the initial meeting and subsequent reports due by February 1st each year
