Creates an alternative compliance method for New Jersey's electric vehicle charging infrastructure requirements, allowing developers to meet mandates based on total charging capacity (kilowatts) rather than the number of parking spaces equipped with chargers.

Requires the Site Improvement Advisory Board, in consultation with the Department of Community Affairs and Board of Public Utilities, to adopt implementing rules within 12 months establishing minimum charging capacity requirements based on development type and parking spaces.

Prohibits municipalities and local land use boards from imposing electric vehicle charging requirements that exceed or conflict with the uniform statewide standards established under the bill.

Preserves existing parking space credits for electric vehicle supply equipment, maintaining the 10 percent cap on reducing total required parking, and does not alter minimum off-street parking requirements.

Mandates that all installations comply with the State Uniform Construction Code, Americans with Disabilities Act accessibility standards, and applicable safety requirements.
