Amends New Jersey law to allow electric vehicle supply equipment (EVSE) installation at existing gas stations, retail establishments, and other buildings through administrative approval with a non-discretionary permit, eliminating site plan review and variance requirements.

Removes prior requirements that EVSE installations comply with bulk zoning standards and original site plan approval conditions, retaining only compliance with the State Uniform Construction Code Act and applicable safety standards.

Limits municipal and county review to verifying the installation will not have specific, identifiable adverse impacts on public health or safety supported by substantial evidence, excluding general planning or land use considerations.

EVSE infrastructure that encroaches on required setbacks does not constitute an adverse public health or safety impact, though installations cannot obstruct sight triangles, fire lanes, or emergency access.

Takes effect immediately and applies to pending applications as well as those submitted after enactment.
