Requires the Governor's Council for Medical Research and Treatment of Autism to contribute up to $25,000 to offset initial program costs, with no state or public funds used for startup expenses

Mandates a minimum of 500 completed applications before the Motor Vehicle Commission can begin producing the plates, with the program expiring after 12 months if requirements are not met

Authorizes the Chief Administrator to discontinue the program if average production costs exceed $50 per plate for two consecutive fiscal years
