Requires the Board of Public Utilities (BPU) to establish within one year a program promoting women-owned, minority-owned, veteran-owned, and LGBTQ-owned energy businesses through public information campaigns, marketing, advertising, and incentives

Sets escalating targets for natural gas and electricity purchased by business customers and public entities through retail choice to be sourced from qualifying diverse-owned energy businesses: 5% in year one, 11% in year two, 18% in year three, and 25% in year four and beyond

Qualifying businesses must be certified by appropriate state or national certifying organizations (such as National Minority Supplier Development Council or Women's Business Enterprise National Council), registered to do business in New Jersey, and have filed a current Annual Report with the Division of Revenue and Enterprise Services

Establishes a 60-day annual enrollment period for energy businesses to apply to participate in the program

Requires BPU and all electric and gas public utilities to post approved participant lists on their websites and mandates BPU to track and publicly report progress toward program goals
