Mandates officers utilize de-escalation techniques, crisis intervention tactics, and alternatives to force when feasible, and use only force proportional to the suspected offense or perceived threat

Requires officers to intercede when observing another officer using excessive force and to report potential excessive force to a superior officer

Establishes guidelines for firearm use, including when officers may draw or point firearms and requiring consideration of bystander safety before discharging

Requires training on use of force policies including special guidelines for vulnerable populations such as children, elderly persons, pregnant persons, and those with disabilities, with the revised policy to be published within 8 months of enactment
